Insights and regulatory notes

Regulatory updates and guides on the questions our clients ask most often.

Documents required from your company for customs

Before a company can be represented by a customs broker in Türkiye, a standard set of documents must be submitted to the administration. Without them, the power of attorney cannot be established and no declaration can be registered.

  • Signature circular (notarised or original)
  • Copy of the ID of authorised signatories (notarised or original)
  • Trade Registry Gazette (notarised or original)
  • Chamber of commerce registration record (notarised or original)
  • Tax office liability letter (notarised or original)
  • Notarised power of attorney for customs brokerage
  • Power of attorney containing specific clauses for import, export and transit operations

Keeping the documents current matters: when the company title, address or signing authority changes, the relevant document must be renewed. Share this list with us before we open your file and we will identify any gaps upfront.

Why HS classification matters so much

The Turkish Customs Tariff Statistics Position (GTİP) is the 12-digit code that determines the duty rate and the permit regime applicable to the goods. Getting it right has a direct effect on cost.

  • It sets the customs duty, VAT and, where applicable, excise rate
  • It shows whether surveillance, TAREKS or a permit is required
  • It affects anti-dumping and additional customs duties
  • It is the basis for applying rules of origin
  • It is the most frequent finding in post-clearance audits

An incorrect classification returns not only as additional duty but also as penalties and interest. Sharing technical documentation — and a sample where available — before importing a new product lets us settle the classification in advance.

Movement and origin documents in export

Whether your buyer can benefit from a preferential rate at destination often depends on issuing the right document. Which one applies depends on the destination country and the origin of the goods.

  • A.TR Movement Certificate — for industrial goods in free circulation exported to the European Union
  • EUR.1 Movement Certificate — for preferential tariffs with free-trade-agreement countries
  • EUR-MED — for operations within Pan-Euro-Mediterranean origin cumulation
  • Certificate of Origin — to prove the country of origin of the goods
  • Invoice declaration — approved exporter scheme for consignments below a set value

Retrospective issuance is possible but not always accepted, and it causes delay and extra cost at destination. We recommend confirming with your buyer which document is required before shipment.
